{"id":4169,"date":"2021-11-12T13:55:49","date_gmt":"2021-11-12T13:55:49","guid":{"rendered":"https:\/\/dementes.programate.pe\/?p=4169"},"modified":"2026-07-09T19:34:00","modified_gmt":"2026-07-09T19:34:00","slug":"minsa-el-sistema-de-salud-mental-aun-es-insuficiente-necesita-crecer-en-cantidad-y-calidad","status":"publish","type":"post","link":"https:\/\/staging.dementes.org.pe\/en\/2021\/11\/12\/minsa-el-sistema-de-salud-mental-aun-es-insuficiente-necesita-crecer-en-cantidad-y-calidad\/","title":{"rendered":"MINSA: \"The mental health system remains inadequate and needs to expand in both scale and quality.\""},"content":{"rendered":"<p class=\"translation-block\">Just a few days ago, Prime Minister Mirtha V\u00e1squez stated in her address to the Congress of the Republic that <strong><span style=\"color: #2289a3\">this government\u2019s proposal is for \u201c100% of the country\u2019s provinces to have community mental health services integrated into the healthcare network\u201d<\/span><\/strong>. She also mentioned that 300 new community mental health centers would be implemented, and that existing ones would be strengthened.<\/p>\n<p class=\"translation-block\">What do community mental health services consist of? <strong><span style=\"color: #2289a3\">We interviewed Carlos Bromley Coloma, a psychiatrist from the Mental Health Directorate of the Ministry of Health<\/span><\/strong>, who shared more about this care model, as well as the mental health challenges and gaps that our country must address following the COVID-19 pandemic.<\/p>\n<p><span style=\"color: #003366;\"><strong>What do the main changes implemented in the mental health care model in our country over the past few years consist of?<\/strong><\/span><\/p>\n<p class=\"translation-block\">The Mental Health Reform has enabled a shift in the care model, <span style=\"color: #2289a3\"><strong>moving from an institutional psychiatric model to a community-based model that respects human rights<\/strong><\/span>, relocating the care of people with mental health conditions from psychiatric hospitals to mental health services within the community. This has also involved a <strong><span style=\"color: #2289a3\">shift away from the biomedical care model<\/span><\/strong> \u2014 focused on medical care and psychopharmacological treatment \u2014 <span style=\"color: #2289a3\"><strong>toward a comprehensive care model<\/strong><\/span>, with interdisciplinary teams that address the psychosocial causes of mental health problems.<\/p>\n<p><span style=\"color: #003366;\"><strong>What progress has been made to date regarding the implementation of Community Mental Health Centers (CMHCs) nationwide?<\/strong><\/span><\/p>\n<p class=\"translation-block\">CSMC have been progressively implemented throughout the country, <strong><span style=\"color: #2289a3\">with a current total of 206 centers nationwide<\/span><\/strong>. These centers provide care for people with mental health conditions and <strong><span style=\"color: #2289a3\">operate with interdisciplinary teams<\/span><\/strong> made up of at least 20 members from different professional backgrounds. Is it necessary to have any type of state health insurance?<\/strong><\/span>?<\/p>\n<p class=\"translation-block\">If a person is experiencing an emergency, <strong><span style=\"color: #2289a3\">they only need to go to the center and request care, which will be provided<\/span><\/strong>. If they have Comprehensive Health Insurance (SIS), they will receive care through this system. If they do not have it, they will still receive care, as well as the necessary guidance and support to complete their enrollment.<\/p>\n<p><span style=\"color: #003366;\"><strong>How is the increased demand for mental health care in our country as a result of the pandemic estimated? Is our mental health system prepared to address this increase?<\/strong><\/span><\/p>\n<p class=\"translation-block\"><strong><span style=\"color: #2289a3\">The COVID-19 pandemic has increased mental health problems among the population<\/span><\/strong>, to the extent that those who were already experiencing them have seen their conditions worsen, while those who had not previously experienced them have begun to develop them. Anxiety, depression, and child abuse syndrome affecting children and adolescents have increased. Violence in all its forms and across all settings has also increased.<\/p>\n<p class=\"translation-block\"><span style=\"color: #2289a3\"><strong>The healthcare system in general, and the mental health system in particular, are still insufficient to address mental health problems<\/strong><\/span>; they need to grow both in quantity and quality. To achieve this, it is necessary to increase the national mental health budget and, consequently, per capita investment in this area, in order to fulfill what was stated by the President of the Council of Ministers regarding the implementation of new community mental health centers.<\/p>\n<p><strong><span style=\"color: #003366;\">In your opinion, what gaps do we still need to address in order to achieve universal and accessible mental health care for everyone in our country?<\/span><\/strong><\/p>\n<p class=\"translation-block\">It is necessary to work on <strong><span style=\"color: #2289a3\">the prevention of mental health problems through interventions in schools<\/span><\/strong> aimed at children and adolescents, in order to contribute to the development of healthy mental health that leads to a functional life with well-being and happiness. Likewise, it is necessary to include the community-based mental health care model in undergraduate and postgraduate training across all professional fields \u2014 particularly in health and social science careers.<\/p>\n<p class=\"translation-block\">It is also very important to work on <strong><span style=\"color: #2289a3\">improving the social determinants that affect the mental health<\/span><\/strong> of the population, such as poverty, for example.
